The board regulates the carrying out of the provisions of the Bio-Medical Waste Management Rules, 2016. These rules provide the surety of safe management under the Environmental (Protection) Act, 1986. Bio-Medical waste management rules, 2016 mandate that health care establishments such as hospitals, nursing homes, clinics, diagnostic centres, blood banks, and laboratories. This healthcare must obtain and maintain valid authorisation from the relevant State Pollution Control Board to handle bio-medical waste legally.

The valid authorisation commonly referred to as the BMW Certificate, which allows a facility to generate, collect, store, transport and dispose of bio-medical waste in a scientific manner. It is subject to renewal at intervals specified by the authority.
