Prime Minister Shri Narendra Modi inaugurated Kartavya Bhavan-03 at Kartavya Path, New Delhi, describing it as a milestone in building modern, efficient, and citizen-centric governance infrastructure. The Prime Minister said the new building reflects the holistic vision shaping a developed India, with progress reaching every part of the country.

A Symbol of Duty and National Spirit
The Prime Minister said the name “Kartavya Bhavan” was chosen after deep thought, as it resonates with the democratic values of the Constitution and India’s cultural ethos. Referring to the Bhagavad Gita, he said ‘Kartavya’ - meaning duty - goes beyond responsibility to represent action for the greater good. Shri Modi called it “the sacred ground for realising the dreams of crores of citizens” and a thread that binds compassion, diligence, and collective progress.
Modern Infrastructure for a Developed India
For decades, India’s ministries functioned from colonial-era and mid-20th century buildings such as Shastri Bhawan, Krishi Bhawan, and Nirman Bhawan, many lacking space, ventilation, and modern facilities. Today, over 50 ministries operate from scattered locations in Delhi, costing the government ₹1,500 crore annually in rent and requiring thousands of employees to travel daily between offices, affecting efficiency.
Kartavya Bhavan-03 will co-locate multiple ministries - including Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas, and the Principal Scientific Adviser’s office - improving coordination and speeding up decision-making.
State-of-the-Art Features
Spread over 1.5 lakh square metres with two basements and seven levels, the building is equipped with IT-ready, secure workspaces, ID-based access controls, integrated surveillance, and a centralised command system.
It is also a model of sustainability, aiming for a GRIHA-4 rating with features such as:
- Rooftop solar panels generating over 5.34 lakh units annually
- Solar water heaters meeting over 25% of daily hot water needs
- Zero-discharge waste management and in-house solid waste processing
- Rainwater harvesting and recycled construction materials
- Energy-efficient LED lighting, motion sensors, and smart lifts
- Double-glazed façades for insulation and noise reduction
- Charging stations for electric vehicles
The Prime Minister said 21st century India needs buildings that are secure, eco-friendly, and staff-friendly to boost productivity and service delivery.
Savings and Efficiency Gains
Shifting ministries into Kartavya Bhavan will save ₹1,500 crore annually in rent and reduce the logistical burden of inter-ministerial travel, cutting fuel costs and easing traffic congestion. Shri Modi noted that several other Kartavya Bhavans are under rapid construction, forming a modern administrative hub around Kartavya Path.
Development Linked with Heritage
Guided by the vision of ‘Vikas aur Virasat’ - development with heritage - Shri Modi announced that historic North and South Blocks will be converted into the “Yuge Yugeen Bharat Sangrahalaya”, allowing the public to experience India’s rich civilisational journey.
He said the last decade has been marked by good governance, with reforms improving Ease of Living, empowering women, and prioritising underserved communities. Initiatives like the JAM Trinity (Jan Dhan, Aadhaar, Mobile) have eliminated 10 crore fake beneficiaries, saving ₹4.3 lakh crore now used for development.
Administrative Reforms
Shri Modi highlighted that over 1,500 outdated laws and more than 40,000 compliances have been scrapped to reduce burdens on citizens and improve governance. Ministries have been merged or created for focused work - such as the Ministry of Jal Shakti, Ministry of Cooperation, Ministry of Fisheries, and Ministry of Skill Development.
Programs like Mission Karmayogi and platforms like i-GOT are training government staff, while e-Office systems, file tracking, and digital approvals are making processes faster and more accountable.
Inspiring Dedication
The Prime Minister urged officials to see every file as potentially life-changing for citizens, noting that a file affecting one lakh people delayed by one day equals one lakh human days lost. He encouraged public servants to work with full dedication so that their tenure leaves a lasting impact.
Building a Developed, Self-Reliant India
Calling for collective efforts to make India the world’s third-largest economy, Shri Modi linked Kartavya Bhavan to the goals of Make in India and Atmanirbhar Bharat. He said India must become a global tourism hub, a preferred choice for education, and a recognised brand destination.
In the past 11 years, alongside new structures in Delhi, over 30,000 Panchayat Bhavans, 4 crore pucca houses, 300 medical colleges, 1,300 Amrit Bharat Railway Stations, and nearly 90 new airports have been built nationwide.
A Green and People-Centric Model
Kartavya Bhavan represents a pro-people, pro-planet approach, using recycled materials, energy-efficient designs, and renewable energy systems. Its zero-discharge campus and eco-conscious features make it a benchmark for sustainable public buildings in India.
Inaugurating Kartavya Bhavan-03, Prime Minister Modi said it is both a functional workplace and a symbol of duty, inspiring all who work there to contribute to nation-building.
