New Delhi, June 11, 2025, Government of India has duly imposed anti-dumping duty on imports of vitamin-A Palmitate from China PR, the European Union and Switzerland. The decision, based on the final findings of the designated authority, was published in the Official Gazette and came into effect immediately. This duty shall remain in force for five years, unless it is first revoked, amended or terminated.

Tariff Classification and Coverage
Vitamin-A Palmitate, the subject product, falls under multiple tariff items as defined in the First Schedule to the Customs Tariff Act, 1975 (51 of 1975). These include tariff items 29362100, 29362290, 29362800, 29369000, 29362690, and 29362990. The anti-dumping measure targets imports used mainly in the pharmaceutical, nutritional, and food fortification sectors.
Exclusion of Animal Feed Grade Product
The scope of the anti-dumping duty does not include Vitamin-A Palmitate 1.6 MIU/Gm, which is used specifically for animal use. This variant has different end uses and is not considered part of the product group under investigation. The elimination confirms that the duty does not affect the animal nutrition sector, which depends on this specific grade.
Duration and Currency of Duty
The anti-dumping duty will be applicable for a period of five years, beginning from the date of publication of the notification in the Official Gazette. The duty amount will be levied in Indian currency, regardless of the currency in which the imports were originally transacted.
To ensure fair implementation, the notification clarifies that the exchange rate for calculation of anti-dumping duty shall be the one prescribed by the Ministry of Finance (Department of Revenue) in accordance with Section 14 of the Customs Act, 1962. The relevant exchange rate will be determined based on the date of presentation of the bill of entry under Section 46 of the said Act.
