A significant initiative of the Government of India for the unorganized manpower, the e-Shram Portal has crossed a major milestone with over 30.98 crore registrations by August 5, 2025. Launched by the Ministry of Labour and Employment on 26 August 2021, the platform was designed to build a National Database of Unorganised Workers (NDUW), linked to Aadhar and based on self-declaration.

The e-shram portal allocates a Universal Account Number (UAN) to each worker, which provides them with a central identity to access government schemes and social protections. Since its establishment, the portal has evolved as a stronger platform. In line with the Union Budget 2024-25, the Ministry launched the “One Stop-Solution” feature on October 21, 2024. This new version unifies numerous government welfare schemes under one digital roof, permitting workers to not only register but also access the benefits they receive.

One Portal, Many Schemes

So far, 14 social security and welfare schemes of multiple Central Ministries and Departments have been fully incorporated with the portal. These schemes cover a wide range of welfares, including insurance, employment, and housing, health, and food security. The integration simplifies access for employees by excluding the requirement for numerous registrations on different portals.

Along with these schemes, the platform is also linked to key government services and digital ecosystems like the National Career Service (NCS), Skill India Digital Hub (SIDH), UMANG, DigiLocker, myScheme, and Open Government Data Platform (OGD). This interlinked framework ensures that unorganized manpower is brought into the conventional of governance and digital services.

State Microsites and Aggregators Expand Local and Sectoral Reach

In a move to cater to the diversity of workforce requirements across the country, the Ministry introduced State/UT-specific Microsites on January 29, 2025. These microsites are personalized to local labour markets and are designed to streamline worker registration, facilitate data updates, and offer state-specific analytics. Each state and Union Territory now has its own specific microsite, which improves regional outreach and enables targeted welfare delivery.

To further enlarge its reach, the Ministry launched a Platform Aggregator Module on December 12, 2024. This module empowers gig and platform workers, who are often excluded from traditional labour protections, to officially recognize within the e-shram ecosystem.

So far, 12 major aggregators have been on boarded, including Zomato, Blinkit, Swiggy, Amazon, Ola, Uber, Urban Company, Rapido, Zepto, Ecom Express, and Uncle Delivery. These partnerships ensure that gig workers can now avail themselves of the same social security benefits as other unorganised workers.

Strengthening the Future of Labour Welfare

With these advancements, the e-Shram platform is steadily developing into a comprehensive support system for India’s gigantic informal workforce. The Ministry’s proactive efforts to incorporate technology, strengthen partnerships, and deliver region-specific services reflect a strong commitment to building an inclusive and equitable labour welfare ecosystem.
