What is the Refined Nickel (Quality Control) Order, 2025?

The Refined Nickel (Quality Control) Order, 2025, was issued by the Ministry of Mines, New Delhi on April 17, 2025 under the Bureau of Indian Standards (BIS) Act 2016. The purpose of this order is to regulate the quality of refined nickel used in various industries by ensuring compliance with Indian standards. These standards are essential to ensure product quality, safety, and consistency in the manufacture and use of refined nickel. The order requires that all refined nickel sold or used in India must meet specific quality criteria and display the standard mark, which is a certification issued by the Bureau of Indian Standards. The BIS certification is issued under Schedule-1 of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. However, the order does not apply to refined nickel for export, as these goods are exempt from the regulation. The goal is to promote high standards in the domestic market, ensuring the safe and efficient use of refined nickel in industrial applications.

Key Components of the Refined Nickel (Quality Control) Order, 2025

The key components of the Refined Nickel QCO, 2025 are:

Short Title and Commencement: The order is officially called the "Refined Nickel (Quality Control) Order, 2025," and it will come into effect six months after the publication date, which is on October 17, 2025. This grace period allows manufacturers and stakeholders enough time to comply with the new regulations.
Application: This order applies to refined nickel that is intended for domestic use. Importantly, goods meant for export are exempt from the requirements set forth in the order. This distinction is significant for international trade and ensures that global markets are not affected by the regulations imposed on domestic industries.
Compulsory Use of Standard Mark: A crucial aspect of the Refined Nickel (Quality Control) Order is the mandatory application of the Standard Mark on all refined nickel products. To affix this mark, manufacturers must obtain a license from the Bureau of Indian Standards (BIS). The Standard Mark indicates that the product has been tested and conforms to the Indian Standard, ensuring it meets the required specifications. This mark is crucial for maintaining product quality and consumer safety.
Certification and Enforcement Authority: The Bureau of Indian Standards (BIS) has been designated as the certifying and enforcing authority for the implementation of this order. BIS will oversee the certification process and ensure that all refined nickel products in the domestic market adhere to the prescribed standards.
