The Kerala State Pollution Control Board (KPCB) has declared a significant reform in its consent approval process. Industries under the Green and Orange categories can now secure environmental clearance (EC) through self-certification.

This move aims to simplify approvals, cut down delays, and strengthen the Ease of Doing Business in the state.
Key Provisions in the Circular
Under the new system, eligible industries can apply with an affidavit on stamp paper. Based on investment limits, the consents will be issued without pre-grant inspections.
- Consent to Establish (CTE): Up to Rs 75 lakh for Green units, Rs 50 lakh for Orange units.
- Consent to Operate (CTO): Up to Rs 50 lakh for Green units, Rs 25 lakh for Orange units.
- Renewals: No limit for both Green and Orange categories.
Complaints or litigation-related issues will still need examination before approval.
Faster Processing for Green Units
For Green category units, the processing time for applications has been cut sharply. Instead of 120 days, consents will now be cleared in just 30 days, if the paperwork is complete.
This trust-based model reduces procedural hurdles and builds confidence between industries and regulators.
Why This Matters
The decision is based on recommendations from the Task Force and the High-Level Technical Committee in 2025. It also ties in with recent amendments to the Air Act, 1981. A similar change to the Water Act, 1974, is awaiting approval by the state legislature.
By adopting self-certification, Kerala joins other states moving towards streamlined, technology-backed environmental governance.
