Introduction: State Pollution Control Board
Renewal of Consent to operate by State Pollution Control board is required where any new project promoter/ existing industry expands its industrial activities / makes any technological changes in the manufacturing process/ modernize its industrial plant, resulting into increase in the air/water pollution load, under the provisions of the Water Act, 1974 and Air Act, 1981. The entrepreneur/businessman is mandatorily required to file an application for renewal of the ‘consent to operate' after the expiry of the same.

Fee structure
Fee for NOC as prescribed by the State Pollution Control Board may vary from project to project depending on the formula – Fixed Cost + Current Cost – Current Liabilities. The fee also depends on the category of the business applying for renewal of Consent.
General guidelines for existing industries to obtain consent to operate from the State Pollution Control Board
- State Pollution Control Board will continue to grant its consent to operate (CTO) to all the industries not having any hazardous process, existing and operating in non-designated industrial areas prior to the date of notification of Master Plan provided the industry complies with the prescribed norms for the discharge of effluent/ emissions.
- The project applicants/industries will be required to submit a building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer as may be authorized to do so under the provisions of section 3-A of the State Factory Rules, 1952. List of Chartered Architects notified by the Department of Factories is available on the website of the Department of Factories.
- E-governance system for its authorization/consent management has been implemented by the Punjab Pollution Control Board and all requisite details will need to be submitted by the applicant online and he would be able to download the certificate of consent/ authorization of the Punjab Pollution Control Board soon after the approval from the competent authority.
- For the facilitation of industries, the Pollution Control Board will accept analysis results of NABL accredited private laboratories for the purposes of grant of consent/ authorization.

- Compliance report of previous consent conditions in illustrated form
- Analysis Report of effluent/emission from State Pollution Control Board's/Approved Lab
- CA's certificate regarding the un-depreciated value of the fixed assets of the business entity at the end of last financial year

- In case the earlier consent was not granted online, you are requested to submit a copy of earlier consent granted along with extensions
- Latest Partnership Deed/ Memorandum of Article of Association / Proprietorship certificate in case of any change

- Compliance report of previous consent conditions in illustrated form
- CA's certificate regarding the un-depreciated value of the fixed assets of the industry at the end of last financial year
