What is IS 18897: 2024 ISO 17689: 2023 Space Systems-Interface Control Documents between Ground Systems, Ground Support Equipment and Launch Vehicle with Payload?

Indian Standard IS 18897: 2024 which is identical with ISO 17689: 2023 ‘Space systems - Interface control documents between ground systems, ground support equipment and launch vehicle with payload’ issued by International Organization for Standardization (ISO), was adopted by the Bureau of Indian Standards on the recommendations of Air and Space Vehicles Sectional Committee and approval of the Transport Engineering Division Council.

The standard specifies clear guidelines for creating interface control documents (ICDs) that describe the connections and interactions between the various components of the launch system, such as the payload, launch vehicle, ground support equipment, and the launch site. The primary objective of this standard is to prevent accidents, reduce risks, and increase the safety and effectiveness of space missions, which are often high-risk activities. By standardizing these interface controls, these guidelines reduce the likelihood of incompatibilities between systems and ensure that each component works as intended.

Significance of IS 18897: 2024

The significance of IS 18897: 2024 lies in its role in ensuring that space systems operate safely, efficiently and harmoniously. In the space industry, a small miscommunication or failure between components can lead to disastrous results. By providing a standardized method for defining and controlling interfaces, the standard enhances safety, reduces risks, and improves the overall reliability of space missions.

For India, adopting this standard under BIS registration signifies its commitment to align with international best practices and enhance the capacity of the country's space programme. It also boosts confidence in India's space missions, ensuring that they meet global standards of safety and operational efficiency.

Scope of IS 18897: 2024

The scope of IS 18897:2024 covers various components and systems involved in launch systems. This standard applies to organizations that produce ground support equipment and to operators performing space activities. It ensures that every aspect of the launch system, from the ground equipment to the launch vehicle, works in harmony and meets the safety and performance requirements specified in the standard. In particular, the standard focuses on the creation of documentation to outline how the various components of a launch system interact.

It includes the instruments or equipment carried by the launch vehicle for space missions. The vehicle responsible for carrying the payload into space. These are the systems and devices used to support the launch, such as testing, transportation, and assembly equipment. This includes the buildings and utility systems at the launch site that support launch operations.

Key Components of IS 18897: 2024

The key components of IS 18897: 2024, ISO 17689: 2023 space systems-interface control documents between ground systems, ground support equipment and launch vehicle with payload are:

Interface control documents (ICDs): These are detailed documents that specify the technical characteristics of the interfaces between different systems in the launch system. They cover mechanical, electrical, thermal, and other types of connections and ensure that components work together smoothly.
Hazard identification and risk management: The standard states the importance of identifying potential hazards and ensuring that the risk associated with each interface is acceptable and manageable. This is critical to mission safety.
Verification and validation: The standard emphasizes the need to verify the compatibility of interfaces during the design, development, and operational phases of the mission. This process ensures that all systems function as expected and meet the required performance standards.
Stages of development: The standard outlines the typical steps to develop and validate an ICD, from initial design to final implementation, ensuring that all components work in harmony at each stage of the mission.
Cooperation among stakeholders: Since space missions often involve multiple stakeholders, such as different organizations or countries, the standard provides guidelines for coordinating between these parties and resolving any conflicts that may arise regarding interfaces.

Benefits of IS 18897: 2024

There are several benefits of adopting IS 18897:2024, including:

Enhanced safety: By providing clear guidelines for interface control, standards help prevent accidents and ensure the safe functioning of all components involved in the mission.
Improved compatibility: Standards ensure that different components from the payload to the launch vehicle are designed to work together, reducing the chances of system failures.
Risk reduction: The process of validating and validating interfaces at each stage of development reduces the risks associated with space missions, such as equipment malfunctions or operational errors.
Global cooperation: As a global standard, ISO 17689: 2023 ensures that international space missions can be carried out smoothly, promoting cooperation between countries and organizations.
Clear documentation: Creating detailed ICDs ensures that all aspects of the interface are documented, making the system easier to understand, manage, and troubleshoot.
Compliance with international standards: This standard helps Indian space missions comply with international space industry standards, enhancing credibility and global recognition.
