Government Initiatives for Pharmaceutical Industry in India

  • A total financial investment of Rs. 500 crore (US$ 665.5 million) for the period FY 21-22 to FY 25-26 was announced in March 2022 under the Strengthening of Pharmaceutical Industry (SPI) Scheme.
  • For the first time since April 2021, India may resume supplies of COVID-19 shots to the worldwide vaccine-sharing platform COVAX in November-December 2021. The World Health Organization (WHO), which co-leads COVAX, has been pressuring India to continue COVAX supplies, especially after it supplied 4 million pills to neighbors and allies in October 2021.
  • In November 2021, Prime Minister Narendra Modi will host the inaugural Global Pharmaceutical Innovation Summit. The summit will feature 12 sessions and more than 40 national and international speakers who will discuss a variety of topics such as the regulatory environment, funding for innovation, industry-academic collaboration, and innovation infrastructure.
  • Mr. Mansukh Mandaviya, Minister of Health and Family Welfare, declared in August 2021 that by October-November 2021, an extra number of pharmaceutical businesses in India will begin developing anti-coronavirus vaccines. This strategy is likely to increase the immunization campaign's effectiveness across the country.
  • In June 2021, Ms. Nirmala Sitharaman, Minister of Finance and Corporate Affairs announced an additional outlay of Rs. 197,000 crore (US$ 26,578.3 million) for the pharmaceutical PLI scheme in 13 key sectors, including active pharmaceutical ingredients, drug intermediaries, and key starting materials, which will be spread out over five years.
  • As of August 31, 2021, the PLI program had received a total of 278 applications from the industry. This will most likely assist 55 companies.
  • The Department of Pharmaceuticals launched a PLI scheme to promote domestic manufacturing by setting up greenfield plants with minimum domestic value addition in four separate 'Target Segments' with a cumulative outlay of Rs. 6,940 crore (US$ 951.27 million) from FY21 to FY30 to achieve self-reliance and reduce import dependency in the country's essential bulk drugs.
  • The Government of India established Mission COVID Suraksha in May 2021, as part of Atmanirbhar Bharat 3.0, to speed up the development and production of indigenous COVID vaccines. The Department of Biotechnology, Government of India, offered financial support in the form of a grant to vaccine manufacturing facilities for expanded production capacities under the mission, which are estimated to reach >10 crore doses per month by September 2021.
  • The Union Government resolved in April 2021 to streamline and expedite the regulatory system for COVID-19 vaccines that have been licensed for restricted use by the US FDA, EMA, UK MHRA, PMDA Japan, or those identified in the WHO Emergency Use Listing (EUL).   • The Punjab government announced plans to build three pharma parks in the state in February 2021. A pharma park has been proposed in Bathinda, which will be stretched over 1,300 acres and cost Rs. 1,800 crores (US$ 245.58 million). Another medical park for Rs. 180 crores (US$ 24.56 million) has been proposed in Rajpura, while a greenfield project in Wazirabad, Fatehgarh Sahib, has been proposed.
  • The Ministry of Health and Family Welfare has been given Rs. 73,932 crore (US$ 10.35 billion) in the Union Budget 2021-22, while the Department of Health Research has been given Rs. 2,663 crore (US$ 365.68 billion).
  • The 'National Health Mission' received a budget of Rs. 37,130 crore (US$ 5.10 billion) from the government. Over the course of six years, the PM Aatmanirbhar Swasth Bharat Yojana will receive Rs. 64,180 crore (US$ 8.80 billion). The Ministry of AYUSH has been given a budget of Rs. 2,970 crore (US$ 407.84 million), up from Rs. 2,122 crore (US$ 291.39 million) previously.
