Such a thing becomes a potential reason for hampering production and operations.

  • Limited access to markets

While the cottage industry might excel in producing stylish traditional products, the limited access to the market contributes to a significant challenge. It is a major hindrance for the communities, restricting them from marketing their products to the targeted audiences. The contributing factor is the need for online platforms or e-commerce platforms that might limit the reach of the customer base. Most importantly, this small-scale business faces cut-throat competition from the mass production of goods. 

  • Limited access to finance

In the cottage industry, weavers need help, i.e. lacking the necessary capital to access modern machinery, newer raw materials or marketing efforts. Quite a few banking systems need to pay more attention to the needs of small businesses, making it difficult to appropriate loans or facilities. For instance, it talks of the financial restraint in limiting expanding production or meeting the rising demands of products.

Government Initiatives to Promote Cottage Industries

Prime Minister’s Employment Generation Programme (PMEGP)

Under Prime Minister’s Employment Generation Programme (PMEGP), An individual has rights and means to avail of a loan from the bank to set up a micro-enterprise in the non-farm sector. Margin Money subsidies are available in rural areas for 25% of project costs and in urban areas for 15%. For beneficiaries belonging to categories, like SCs, STs and OBCs, Physically Handicapped, ex-servicemen, beneficiaries belonging to NER, hill and border areas, etc. The MM Subsidies granted in rural areas are 35% with 25% in urban areas. Among the manufacturing sectors, the project will cost a maximum of 25 lakhs, and among the service sectors, it will cost a maximum of 10 lakhs.

Scheme of Fund for Regeneration of Traditional Industries (SFURTI)

Also, the Ministry has implemented the Scheme of Fund for Regeneration of Traditional Industries (SFURTI) through the KVIC and Coir Board, a cluster-based project that involves the development of khadi, village industries, and coir clusters by providing improved equipment, common facilities centres, business development services, training, capacity building, design, and marketing support, among other things.

Coir Udyami Yojana

A credit-linked subsidy scheme, formerly known as the REMOT Scheme for Coir Units, provides assistance for setting up of coir units with a maximum project cost of Rs.10 lakhs plus working capital, not exceeding 25% of the project cost. 40% of the assistance is provided by the government. Subsidy, 55% as loans from Banks and 5% as beneficiary contribution. The scheme is open to all individuals, companies, SHGs, NGOs, Institutes, etc.

Mahila Coir Yojana

A component of Coir Vikas Yojana-CVY is an exclusive skill development programme for rural women artisans in the coir sector.  Training is provided in the spinning of coir yarn/various coir processing activities. The scheme envisages the distribution of motorized ratts/motorized traditional ratts and other coir processing equipment at 75% subsidy subject to a maximum amount of Rs.7500/- on successful completion of the training programme.  During the training period, the women artisans are given a stipend amounting to Rs.1000/- per month
