Introduction To Gujarat Pollution Control Board (GPCB)

The Government of Gujarat constituted the GPCB (Gujarat Pollution Control Board) on 15.10.1974 as per provisions under the Water (Prevention and Control of Pollution) Act, 1974, the with a view to protect the environment, prevent and control the pollution of water in the State of Gujarat, that occupies a prominent niche in progressive and industrial development of the country. The Board has been entrusted with the Central Acts and relevant Rules for pollution control as notified thereof from time to time.

The Head Office performs activities concerning general polices and enforcement of various provisions of the Acts as well as general administration and co-ordination with other agencies. The Central Laboratory at Gandhinagar provided facilities for analysis of samples collected by RO, Ahmedabad, RO, Mehsana and RO Himmatnagar besides being involved in development of methods for analysis of water, wastewater, gases and hazardous waste samples. The Central Laboratory is being equipped to take up R&D Programmes for developing methods of treatment of liquid and gaseous effluents. The important functions being performed by the Central Laboratory and Regional Offices include monitoring of water and air quality, effluent sampling and analysis, inspection in respect of performance of effluent treatment plants and air pollution control equipment, inspection of sites proposed for establishment of industrial projects to check the suitability of the same from the environmental point of view, guidance to the industry and other agencies, co-ordination with local bodies and industries implementation of various projects such as coastal survey, river basin studies, GEMS and MINARS projects to check the quality of water resources, AAQM project to check ambient air quality, providing support to the Head Office in the matters relating to the finalization of NOC Consent applications and in the investigations of complaints etc.

Main Functions of Gujarat Pollution Board Board (GPCB)

  1. Provide recommendations to the Gujarat Government on any matter concerning prevention and control of water and air pollution and improvement of the quality of air.
  2. Organize the consumer awareness program on the prevention and control of air and water pollution and waste management through mass media.
  3. Collect, compile and prepare technical and statistical data related to air and water pollution.
  4. Lay down the standard of sewage and trade effluents and for emission from industrial plants, automobiles and Health Care establishments.
  5. To help with the development of new technology for the treatment of sewage, trade effluents, and control equipment.
  6. Issuance of consent certificate to industries falling in different categories such as Orange,  Green, and White.
  7. Issuance the Authorization to industries and health care establishments, falling in  Bio-Medical waste Authorization, Hazardous waste Management Authorization, Plastic Waste Management, Battery waste Management, and E-waste Authorization


Gujarat Pollution Control Board (GPCB) Categories & Classification of Business Activities

  1. The industries in Gujarat has been classified in Red, Orange, and Green category as per the list, indicating the classification of 649  industries as per new guidelines.
  2. The industries categorized under Red, Orange and Green category only need to apply for Consent to Establish (CTE) and Consent to Operate (CTO) under the Air & Water Act. The industries categorized under white category are not required to obtain Consent to establish and operate, it is required only to intimate Gujarat Pollution Control Board(GPCB) within 30 days from Establishment of business with an undertaking.

Validity Of Gujarat Pollution Control Board (GPCB) certificate / Consent Order:

Consent to Established (CTE )and Consent to Operate (CTO) under Orange category shall be issued for maximum five years and in the Green category shall be issued for maximum ten years. After the particular period,  it is liable for renewal. Any business entity undergoing change in business activity, expansion etc is required to file for fresh consent/CTO from Gujarat Pollution Control Board (GPCB).
