Documents Required for Bureau of India Standards (BIS) Registration and Certificate
The document set of BIS CRS Registration requires testing documents, brand documents, factory documents, authorization documents, and all India representative documents.
Also, the test report generated by the BIS-recognized test LAB will also be required to be submitted along with the grant application.
All the documents must be prepared in the prescribed format published by the Bureau of Indian Standard and signed and stamped by respective signatories.

Procedure of BIS Registration

First and foremost, any manufacturer or importer shall check on the website or consult with authorized agencies to know whether their product falls under the mandatory certification scope of BIS.
- Application Submission
After confirmation of applicability, the next step is applying for certification of BIS. Most of the application processes involve:

- Factory Inspection (if Applicable)
Factory surveillance in the form of inspection by the government body may be required, depending on the category of products and the assessment of risk. The inspection assures that the manufacturing facility can produce products consistently up to the certified standards.
- Grant of BIS Registration Certificate:
Wherever required, after clearance of testing and inspection, if carried out, and the article meets all standards incorporated in the Act, then it will grant a registration certificate. It will be proof the article meets the basic requirements of quality and safety.
- Surveillance and Renewal:
After a manufacturer or importer secures the certification, the manufacturer or importer must duly perform follow-on surveillance activities. This would entail periodic audits, product testing, and evaluation for continued compliance with the standard requirements. Traditionally, the certification is to remain valid for a specified period before renewal is necessary to continue to place a product on the Indian market.

Validity and Renewal Process for BIS Registration
BIS licenses for electronics products will be granted for a minimum period of two years. If repeated inspections show no adverse reaction, the licensee's application should be considered for renewal of BIS certificate/license at least every two years.
Failure to receive the renewal application and the required fee from the licensee within 90 days of the expiry date (2 years) will be considered as cancellation of the BIS license. Approval of the BIS license renewal application will also depend on the application fee, annual fee, processing fee, and any dues submitted prior to the BIS license renewal application. Renewal can be applied for 2/3/4/5 years. **- Concession in a processing fee of twenty percent (20%) shall be applicable to micro, small and medium enterprises (MSME).

How many products are covered under BIS CRS certification scheme?
BIS CRS scheme covers major electronic and IT equipment. The scheme includes 76 product categories, amongst which the major categories are LED, Batteries, power adapters, LED drivers, etc. The scheme only focuses on the electronic equipment being sold in India.
Would cells and batteries require to be independently registered?
These items are required to be independently registered. However, a battery using registered cells would only list cells in the CDF of the battery, and testing on registered cells is not expected to be done as part of the battery.
What are safety critical components?

The Compulsory Registration Order applies to finished goods and not the spare parts/components used in the manufacturing of the finished goods.

What is the difference between UPS and Inverter?
A major difference between UPS and Inverter is. In UPS we have an inbuilt storage battery and are generally used in personal desktops. However, Inverters have standalone storage batteries which are externally connected with the inverters and are generally used as a backup for household supply.
Does the smart watches with cellular connectivity be covered under the BIS CRS compulsory registration?
Smartwatches with cellular capability (Sim-Slots) will not be covered under this category, however, it will be covered under the mobile phone category.
Change in brand requires a new BIS registration?
Different brands are required to be registered separately. However, it is feasible to do so based on a common test report, if the product and the manufacturing location are the same. All brands with respective model numbers should be listed in the test report. Test samples of all brands are not required to be submitted. However, product labels for respective brands must be placed in the test report. The lab may also include statements about coverage of this brand and respective model numbers to be covered based on the representative model tested and the declaration submitted by the manufacturer about multiple brands and respective model numbers.
What are the 3 class of construction?
- Class I Type: These appliances must have their chassis connected to electrical earth (US: ground) by a separate earth conductor (colored green/yellow in most countries, green in India, USA, Canada, and Japan).
- Class II Type: A Class II or double insulated electrical appliance is one that has been designed in such a way that it does not require a safety connection to electrical earth (ground).
- Class III Type: A class III appliance is designed to be supplied from a separated extra-low voltage (SELV) power source. The voltage from a SELV supply is low enough that under normal conditions a person can safely come into contact with it without risk of electrical shock.

The BIS portal registration refers to the online process through which people apply for a certificate to sell their products in India.
