What is FSSAI Basic Registration?
The Food Safety and Standards Authority of India (FSSAI) is an autonomous body established under the Ministry of Health and Family Welfare, Government of India. The FSSAI was established under the Food safety and standard Act, of 2006. Which reinforces statutes related to food security and regulation in India. It is an organization that governs and regulates the food business in India. FSSAI License is responsible for protecting public health through regulation and supervision of food safety.
FSSAI License or registration is mandatory before starting any food business. FSSAI registration is required for all food-related businesses it 14-digit registration number or a food license number printed on food packages or displayed on-premises. FSSAI 14-digit license number gives data about the producer's permit or enrollment subtle elements, and the assembling state.
FSSAI- Food Safety and Standards Authority of India is the agency responsible for the nationwide food industry in India. It ensures that each food product receives an appropriate quality check.
Business operators or FBOs establish the guidelines for operating a food business throughout India. Every food business needs either an FSSAI Registration or an FSSAI Licence (State or Central). Who Can Apply for FSSAI License?
Hawkers, food vendors, food chains, and everyone who is operating in the food industry needs to register with FSSAI. Irrespective of whether you are operating an online business or offline. Whether you are a local player or into the import or export of food products, you need to register with FSSAI. Based on the size and places they operate, they have to get one of the three types of licenses that following:
If an individual's business falls in any of the following categories then, they require to get an FSSAI license for their business.
- Petty food business owners, such as retail shops, bakery shops, confectionary or bakery shops, etc.
- Fixed or temporary stalls of food premises involved in the preparation, distribution, sale, and storage of food products. Such as Pani puri stalls, tea stalls, fruit/vegetable stalls, samosa stalls, etc.
- Hawkers- Those who sell packaged food or freshly made food for travelers.
- Dairy products- Products are made from milk and any other dairy item. It includes milk, petty milk vendors, etc.
- Manufacturers- All food manufacturing units/ processing units that include repackaging of foods.
- Importers and exporters of food (they need a Central licence, whatever their turnover).
- PG with food serving facilities, banquet halls with catering arrangements, home-based food stalls, and canteens.
Types of FSSAI License/FSSAI Registration
Every food business operator (FBO) in India needs one of three FSSAI approvals. Since 1 April 2026, which one you need depends mainly on your annual turnover (FSSAI Order dated 13 March 2026):

These limits replace the earlier ones (₹12 lakh for Registration and ₹20 crore for the State/Central line). Some kinds of business are licensed by the Central authority whatever their turnover, for example importers, exporters, e-commerce food businesses and the head office of a business operating in more than one State. FSSAI Basic Registration
Basic Registration is for small food businesses: tea and snack stalls, small retailers and shops, home-based food businesses, small eateries and dhabas, temporary stall holders and small manufacturers, as long as the annual turnover is up to ₹1.5 crore and the kind of business is not one that needs a Central licence. Street food vendors, hawkers, food carts and food trucks already registered under the Street Vendors Act, 2014 are treated as registered under FSSAI and need no separate registration, but they must follow FSSAI's hygiene rules. The application is made in Form A on FoSCoS (foscos.fssai.gov.in) with a few documents: photo identity, PAN, proof of the business premises and, for a firm or company, its constitution document.

Obtaining a Food license can provide the food business with some legal benefits, build goodwill, and ensure food safety in restaurants as well as in petty food business stalls. Also, it helps in regulating the manufacture, storage, distribution, and sale of imported food. It will make the food business easy to obtain funds from investors when an FBO (Food Business operator) has FSSAI registration.
The FSSAI logo on the food products ensures the quality of the food to the customers. The FSSAI registration number displayed on the food package indicates that the premises comply with hygiene and quality standards.
Consequences of Non- Compliance
The licensed person under the FSSAI has to adhere to the rules and regulations under the FSS (Food Safety and Standards) Act 2006. The food safety officer generally conducts the inspection of the food business operator's facility and identifies the level of compliance with the regulation using a checklist. The food safety and standards officer marks according to the level of compliance such as
- Compliance ( C )
- Non-Compliance (NC)
- Partial Compliance (PC)
- Not Applicable/Not Observed (NA)
Based on the above-mentioned points, The food safety officer might have an issue with the improvement notice wherever it is required per section 32 of the FSS Act 2006. If the business operator fails to comply with an improvement notice. After giving the business an opportunity to show cause, the licensing authority may suspend or cancel the licence. Any food business operator aggrieved by an improvement notice can appeal to the state commissioner of food safety. The decision theorem can be challenged by appealing to the Food Safety Appellate Tribunal/ High court.
Penalty for Non- Compliance

Documents Required for FSSAI Basic Registration
- Passport Size photo of Applicant.
- Self-attested Aadhar Card of the Applicant.
- PAN of the applicant or the business (mandatory on FoSCoS).
- Proof of business address (Rent Agreement and Electricity Bill).
- Company Incorporation documents like Certificate of Incorporation / MOA & AOA / Partnership Deed / LLP Certificate.

As per sections 31(1) and 32 (2) of the FSS Act of 2006, FSSAI Basic registration is a must-have for all food operators operating in the country. Validity: no renewal from 2026
Under the FSS (Licensing and Registration) Amendment Regulations, 2026 (Gazette notification dated 10 March 2026), an FSSAI registration or licence stays valid unless it is suspended, cancelled or surrendered. There is no renewal. Any registration issued on or after 1 April 2026 has this perpetual validity.
You must still pay the annual registration fee every year (you can pay for several years at once). If the annual fee is not paid on time, the registration is treated as suspended and you may not carry on the food business until the dues are paid with any penalty. If you close the business, inform the registering authority in writing within 30 days and surrender the certificate.

How Many Days It Will Take To Get FSSAI Basic Registration?
Under the FSSAI Licensing and Registration Regulations, the registering authority must grant or reject the application, or order an inspection, within 7 days of receiving it. If it orders an inspection, it decides within 30 days. Since March 2026 the rules also allow registration to be granted instantly once the required documents are submitted. A query from the authority adds the time you take to answer it.
What Is The Difference Between FSSAI Registration And Eating House License?
FSSAI registration is required for all types of food businesses in India and it is regulated by the government of India, and an eating house license is an integral license for conducting business where any kind of food or drink is supplied for consumption legally. It is regulated by the Delhi Police Act. The license is required at the time of opening the food business in India along with other licenses as well such as FSSAI.
Who Is Exempted From The FSSAI License?
No food business is exempt from FSSAI altogether. Small (petty) food businesses do not need a licence, but they must still take FSSAI Registration. The exceptions are:
- street food vendors, hawkers, food carts and food trucks registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, who are treated as registered under FSSAI (they must still follow FSSAI's hygiene rules); and
- a milk producer who is a registered member of a dairy cooperative society and sells all the milk to that society.
How Much does the FSSAI Basic Registration Cost?
The government fee for FSSAI Basic Registration is Rs. 100 a year (FoSCoS fee page). Registration no longer expires, but the fee is still due every year; you can pay for several years at once. No. Under the FSS (Licensing and Registration) Amendment Regulations, 2026, a registration or licence stays valid unless it is suspended, cancelled or surrendered, so it does not need renewal. You must still pay the annual fee and, where applicable, file returns on time; otherwise the registration is treated as suspended until you pay or file with any penalty.
My turnover is below Rs. 1.5 crore but I hold a State licence. What happens?
FSSAI's FAQ of 27 March 2026 says existing food businesses will be given time to migrate to the new categories on FoSCoS. Migration is done by the system on your self-declaration, needs no approval, carries no fee, and your licence number does not change.
