Overview of EPR Plastic Registration for Producers
Manufacture plastic bottles, films, pouches, packaging sheets or containers? Your business may need EPR plastic registration before carrying out activities covered by the Plastic Waste Management Rules. Extended Producer Responsibility (EPR) connects plastic packaging production with responsibility for managing waste after use. The requirements depend on your manufacturing activity, packaging category and business classification. Micro and small producers must also register, although special provisions apply to their EPR targets.
Applications are made through the CPCB Common EPR Portal and reviewed by the relevant pollution control authority. Corpseed offers EPR plastic registration services, from eligibility checks and document preparation to application support and annual compliance. Knowing these requirements from the start helps you avoid unnecessary mistakes when filing applications.
For businesses exploring EPR registration for plastic manufacturers, the first step in CPCB EPR registration is confirming the correct applicant category and supporting records.

What Is EPR Plastic Registration for Producers?
EPR plastic registration identifies a covered business under India's Extended Producer Responsibility framework for plastic packaging. The rules aim to ensure that plastic packaging waste is managed through permitted collection, recycling and other processing methods. The legal basis is the Plastic Waste Management Rules, 2016, including the EPR Guidelines introduced on 16 February 2022 and subsequent amendments.
A registration certificate is not proof that annual EPR targets have already been met. Producers may also have to track packaging quantities, meet applicable recycling and recycled-content requirements, maintain transaction records and file annual returns. These duties vary with the entity and the packaging it handles.
Why Is EPR Plastic Registration Important for Producers?
EPR plastic registration is a mandatory requirement for covered plastic packaging producers in India. It helps manufacturers meet regulatory requirements, maintain compliant business relationships and manage their Extended Producer Responsibility obligations.
- Compliance with Government Regulations: EPR registration helps plastic packaging manufacturers fulfil the mandatory registration requirements under the Plastic Waste Management Rules, 2016, as amended.
- Business Opportunities with Registered: Registered producers can meet the EPR registration requirements relevant to supplying other obligated businesses, including brand owners, helping avoid registration-related disruptions in business transactions.
- Better Management of EPR Targets: Registration supports producers in identifying and managing applicable plastic waste recycling and EPR obligations through the prescribed regulatory framework.
- Reduced Risk of Regulatory Penalties: Obtaining the required EPR registration helps producers avoid non-registration violations. They must also meet applicable EPR targets and reporting requirements to remain compliant.
- Improved Compliance Tracking: Registered producers can maintain category-wise packaging records, monitor their obligations and submit applicable annual returns through the EPR system.
- Responsible Plastic Waste Management: EPR compliance supports the collection, recycling and environmentally sound management of plastic packaging waste under the government's regulatory framework.
Categories of Plastic Packaging Covered Under EPR
Classification is important since the target and reporting are based on the category. The amended EPR framework includes five categories of packaging:
| Plastic packaging category | Packaging covered | Common examples |
| Category I | Rigid plastic packaging | Bottles, jars and rigid containers |
| Category II | Flexible packaging of one or more plastic layers | Films, plastic carry bags, pouches and sachets |
| Category III | Multilayered packaging with plastic and non-plastic material layers | Certain plastic-and-foil laminated packs |
| Category IV | Specified compostable plastic packaging and commodities | Qualifying compostable carry bags |
| Category V | Specified biodegradable plastic packaging and commodities | Qualifying biodegradable bags and sheets |
The packaging material and not the marketing name will determine the category. For instance, two layers of pure plastic do not necessarily form Category III packaging.
Products sold as compostable or biodegradable may need separate CPCB certification, prescribed standards and labelling. EPR registration does not replace those approvals.
Documents Required for EPR Plastic Registration
There are differences in documentation based on legal structure, manufacturing process, and MSME classification. The final documentation to be submitted must be in the same format as the portal, although the general documentation that must be submitted by most companies includes the following:
| Documents required for EPR plastic registration | Purpose or applicability |
| Business PAN, GST and incorporation/constitution records | Identify the applicant and its legal structure |
| Authorised-person PAN and authorisation | Identify the person responsible for the application |
| Udyam registration certificate | Relevant for qualifying micro and small producers |
| Manufacturing unit address, process flow and capacity | Describe the production activity |
| CTE, CTO or other consent documents, where applicable | Support pollution-control compliance |
| Category-wise production, sales and raw-material records | Substantiate quantities and applicable EPR declarations |
| Supplier/customer data and relevant invoices | Reconcile purchases and sales reported on the portal |
Businesses seeking EPR registration assistance for manufacturers can arrange a document review before submitting the application.
It is not always the case that all factories require the same documentation. The Consent to Establish and Consent to Operate depend on the nature of the activity and the pollution control requirement.
In the case of micro and small producers, the 2024 registration form makes it clear that Aadhaar authentication is voluntary.
Step-by-Step CPCB EPR Plastic Registration Process
Applications are now handled through the CPCB Common EPR Portal. The former stand-alone plastic EPR portal stopped operating on 28 June 2026. Existing users should check their migrated records on the new system.
Which Authority Grants Registration?
Under Rule 13(2), as amended in 2023, a producer operating in one or two states or Union Territories applies to the concerned State Pollution Control Board (SPCB) or Pollution Control Committee (PCC).
Producers operating in more than two states or Union Territories apply to CPCB. Applications are made through the centralised system.
Registration Steps
- Assess eligibility: Check the actual manufacturing activity, business category and packaging types.
- Collect records: Prepare business documents, consent information where applicable, packaging quantities and supporting declarations.
- Access the portal: Create or link the appropriate account on the Common EPR Portal.
- File the application: Complete the relevant form, enter category-wise information and upload documents.
- Pay applicable fees: Pay the required fee for the applicant category and retain the acknowledgement.
- Response to Questions: Provide any clarifications or corrected documents that may be required by the reviewing body.
- Registration: Access the registration document once approval is received.
Approval time depends on the completeness of the submission, the applicable procedure and any official query. No consultant can guarantee a government approval date.
EPR Plastic Registration Fees and Cost in India
EPR plastic registration costs vary by manufacturer. Fees may depend on plastic waste generation, applicant classification and manufacturing capacity. Consultancy charges are separate from government fees.
The standard PIBO amounts appear in published registration procedures; the micro/small producer basis appears in CPCB's guidance dated 4 December 2024.
| Applicant classification | CPCB published application fee basis | Document date |
| Standard PIBO: below 1,000 tonnes/year of plastic waste generation | ₹10,000 | 15 March 2022 SOP |
| Standard PIBO: 1,000–10,000 tonnes/year | ₹20,000 | 15 March 2022 SOP |
| Standard PIBO: above 10,000 tonnes/year | ₹50,000 | 15 March 2022 SOP |
| Micro or small producer | ₹5 per tonne of production capacity, subject to annual WPI-based revision | 4 December 2024 guidance |
Fee table note: The figures above are historical CPCB reference rates, not a verified current payment quote. Confirm current EPR plastic registration fees and the applicable CPCB EPR registration cost through the Common EPR Portal.
These are published reference fees, not confirmed live October 2026 portal quotes. Check the current payable amount before publishing or applying. The micro/small producer guidance also specifies annual processing fees of 25% of application fees and applicable audit fees.
Other costs may include record preparation, annual return filing, legal compliance and eligible EPR certificates, where required.

How Are EPR Targets Calculated for Plastic Producers?
For a standard producer subject to paragraph 7.2 of Schedule II, the category-wise eligible quantity is determined using the average plastic packaging sold during the previous two financial years, plus average pre-consumer packaging waste, minus qualifying supplies to specified entities in the preceding financial year.
Eligible quantity (Q1) = A + B − C, where A is average packaging sales, B is average pre-consumer packaging waste, and C is the qualifying deductible quantity. The EPR target has been 100% of the eligible quantity from FY 2023–24 for producers covered by this calculation.
The minimum recycling obligation is a separate percentage of the EPR target:
| Packaging category | FY 2025–26 | FY 2026–27 | FY 2027–28 onward |
| Category I | 60% | 70% | 80% |
| Category II | 40% | 50% | 60% |
| Category III | 40% | 50% | 60% |
| Category IV (industrial composting) | 60% | 70% | 80% |
The figures are minimum recycling or qualifying composting percentages of the EPR target, not recycled-content percentages. Businesses may seek EPR target calculation services to reconcile eligible packaging quantities with these targets.
For Category IV, the specified requirement refers to industrial composting. Category V has its own provisions.
End-of-life disposal of non-recyclable waste must use permitted methods. The special raw-material-supplier mechanism applies to qualifying micro and small producers, so a single calculation does not suit every unit.
Mandatory Recycled Plastic Content Under the 2026 Rules
The Plastic Waste Management (Amendment) Rules, 2026, notified on 31 March 2026, specify how much recycled plastic producers must use in relevant packaging.
These targets apply to plastic packaging manufactured in the year and must not be confused with the recycling percentages above.
| Plastic packaging category | FY 2025–26 | FY 2026–27 | FY 2027–28 | FY 2028–29 onward |
| Category I | 30% | 40% | 50% | 60% |
| Category II | 10% | 10% | 20% | 20% |
| Category III | 5% | 5% | 10% | 10% |
These are the mandatory recycled-plastic-content targets for producers under the 2026 amendment, subject to statutory exceptions.
For Category III, only the weight of the plastic layers is counted.
A statutory exception may apply where recycled plastic is prohibited by an applicable law, regulation or mandatory standard; the producer must identify the relevant provision in its annual return.
The amendment further offers a conditional carry-over provision for some unmet targets for food contact packaging in FY 2025–26. Companies must review product-specific regulations before using recycled materials.
EPR Certificates and Plastic Waste Processors
An EPR registration certificate confirms the applicant's registration. A plastic waste processing certificate is different: eligible certificates are associated with waste processed through registered Plastic Waste Processors (PWPs) or other mechanisms recognised by the rules.
Where permitted, producers use eligible certificates to fulfil relevant EPR obligations through the prescribed system.
The packaging category, processed quantity, certificate type and validity must match the applicable requirement. Buying certificates alone does not replace recycled-content obligations, annual returns or other statutory duties.
Corpseed can assist with EPR certificate procurement within the scope of permitted transactions and agreed services.
The scope of EPR certificate procurement assistance should include checking the eligible certificate category, quantity and transaction record.
EPR Annual Return Filing and Compliance After Registration
Registered producers must maintain accurate packaging and transaction records and submit the prescribed returns. These normally include category-wise production and sales, pre-consumer waste, relevant certificates and recycled-content details.
The normal annual return due date for Schedule II is 30 June of the subsequent financial year.
In the case of the FY 2025-26, the PIBOs have been provided with a special extension until 31 December 2026, as per the MoEFCC memorandum issued on 28 August 2026. Applicants need to verify the notice on the CPCB portal.
EPR registration for PIBOs is one-time under the 2023 amendment; routine annual registration renewal is not the same as annual compliance.
Changes in business details may still require updates. Corpseed can help with filing the EPR annual return and preparing compliance records.
For ongoing obligations, EPR annual return filing services and plastic EPR compliance consultancy can support document reconciliation and submission preparation.
Penalties for Non-Compliance with Plastic EPR Rules
Such producers that function without registration or compliance with their obligations shall be penalized. The CPCB or the concerned authority shall determine the amount of environmental compensation according to the prescribed guidelines, which may include EPR shortfalls.
The amount depends on the nature of the default and the governing calculation method; no single fixed penalty fits every producer.
Paying environmental compensation does not necessarily remove outstanding compliance obligations. Accurate records, properly supported certificates and timely returns help businesses demonstrate compliance.
Common Mistakes That Delay Registration
Problems in application could be wrong classification of producers, incorrect identification of multilayered packages, submission of expired or irrelevant consent information, and reporting of quantities inconsistent with purchase/sales documents.
Incorrect MSME classification, incomplete authorisation documents and missed portal queries may also delay review.
Check the business identity details, packaging composition, production data and supporting documents together before submission. Correcting an error before filing is easier than after the authority asks for clarification.

Frequently Asked Questions
Quick answers to common questions about this service.
Is EPR registration mandatory for plastic packaging manufacturers?
Yes. Packaging made of plastic that is covered under the Plastic Waste Management Rules needs to be registered, even for micro and small producers. This depends on the type of business activity and the law's definition of a producer.
Do micro and small producers have EPR targets?
Special rules assign certain EPR obligations to qualifying producers of raw materials or importers. Micro and small producers must register and meet certain recycling obligations.
What documents are required for CPCB EPR registration?
Depending on the applicant, documents may include PAN, GST, incorporation records, authorised-person details, Udyam certificate, manufacturing information, applicable consents and category-wise production or sales data.
What is the government fee for EPR plastic registration?
CPCB publishes different fee bases for standard PIBOs and micro/small producers. Applicable fees and revisions must be checked on the Common EPR Portal. Corpseed's professional fees are separate.
How long does EPR registration take?
Processing depends on the application's completeness, the competent authority and any requested clarifications. No fixed approval date should be promised without reviewing the applicable procedure.
Is EPR registration renewed every year?
Covered PIBOs do not require annual renewal under the one-time registration regime. The annual filing process and other ongoing compliance obligations still apply, and registration information may need updates.
Are EPR targets and recycled-content targets the same?
No. EPR targets concern responsibility for eligible plastic packaging waste. Recycled-content targets specify the percentage of recycled plastic used in relevant packaging, subject to the rules.
When is the EPR annual return due?
The standard due date is 30th June of the next financial year. An additional extension until 31st December 2026 has been noted for PIBO reporting for FY 2025-26.
Can producers buy EPR certificates?
Producers can obtain eligible certificates through the prescribed process to discharge their obligations. The type, category, amount, and transaction conditions need to be verified since certificates will not satisfy all obligations separately.
Does EPR registration replace Consent to Operate?
No. The EPR registration is not a substitute for the consents required under the pollution control law. It depends on whether a unit requires a CTE or a CTO.
