The Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023, which came into effect on April 1, 2024, established the legal framework for Extended Producer Responsibility (EPR) for Used Oil in India. Producers and importers of base oil/lubrication oil, used oil importers, recyclers, and collection agents must register on the Official EPR Used Oil Portal developed by the Central Pollution Control Board (CPCB) to comply with their EPR obligations.
Who Needs Login Credentials for Used Oil?
The following entities are required to generate and maintain login credentials on the EPR official portal-
- Producers of base oil/lubrication oil
- Recyclers of used oil
- Used Oil Importers
- Collection Agents of used oil
Each entity must sign up to create a profile and, upon verification, begin the compliance registration process. Without login credentials, an entity cannot access its dashboard, file returns, supply data, generate EPR certificates, or fulfil targets mandated under the rules. Non-access directly impairs compliance status and exposes the entity to penalties and environmental compensation fines from regulators.
