What Is EPR Battery Registration?
Extended Producer Responsibility (EPR) is a system under which producers are responsible for the environmentally sound management of batteries they introduce into the market.
In India, battery EPR requirements are governed by the Battery Waste Management Rules, 2022, issued by the Ministry of Environment, Forest and Climate Change (MoEFCC), along with subsequent amendments.
The rules cover batteries of different chemistries, sizes and uses, including lithium-ion, lead-acid, nickel-based and other batteries.
Under the Battery Waste Management Rules, 2022, battery manufacturers must obtain the applicable registration through the CPCB portal. Manufacturers who also qualify as producers must meet the relevant EPR obligations, including recycling or refurbishment targets, EPR certificate requirements and prescribed returns.
Registration is therefore only the beginning of compliance. Businesses must also maintain accurate sales records, monitor their EPR obligations and follow the applicable labelling and waste management requirements.
Who Needs EPR Registration as a Battery Manufacturer?
The Battery Waste Management Rules, 2022, distinguish between battery manufacturers and producers. A manufacturer makes batteries, while the definition of a producer covers specified activities such as selling batteries under one's own brand or importing batteries and equipment containing batteries.
A business may fall under both categories, depending on its operations. Manufacturers should identify their applicable registration category and determine whether producer EPR obligations also apply.
Businesses that should assess their CPCB registration and EPR obligations include:
- Battery Manufacturers: Companies manufacturing batteries, including lithium-ion, lead-acid and other battery types.
- Battery Pack Manufacturers: Businesses manufacturing or assembling battery packs for electric vehicles, energy storage systems and other applications.
- Manufacturers Selling Under Their Own Brand: Businesses manufacturing and selling batteries under their own brand name.
- Private-Label Battery Businesses: Companies selling batteries manufactured by another supplier under their own brand.
- Battery Importers: Businesses importing batteries or equipment containing batteries into India.
- Equipment Manufacturers: Businesses selling equipment containing batteries under their own brand, where they fall within the producer definition.
For example, a company manufacturing lithium-ion battery packs and selling them under its own brand may need CPCB registration as a battery manufacturer and must also comply with applicable producer EPR obligations.
A contract manufacturer supplying batteries exclusively to another brand should separately assess its manufacturing registration requirements and the allocation of producer responsibilities.
Important: Registration as a battery manufacturer does not automatically mean every manufacturer has identical EPR targets. The obligations depend on the activities performed and the batteries introduced into the market.
Battery Categories Covered Under the Battery Waste Management Rules, 2022
The rules divide batteries into four broad categories. Manufacturers must identify the correct category when applying for registration, and reporting battery-related information.
These categories cover different battery chemistries, including lithium-ion and lead-acid.
A manufacturer producing more than one type of battery must provide the relevant category-wise information in its registration and compliance records.
Correct classification matters because battery EPR targets, reporting requirements and recycled-material obligations may differ by category.
EPR Obligations for Battery Manufacturers After Registration
Obtaining CPCB registration does not complete a manufacturer's responsibilities. Businesses qualifying as producers must comply with the applicable EPR provisions throughout their operations.
1. Meet Annual EPR Targets: Producers must meet the recycling or refurbishment obligations prescribed under Schedule II of the Battery Waste Management Rules, 2022.
These obligations are linked to the quantity and category of batteries introduced into the market and the applicable target calculation provisions.
2. Obtain EPR Certificates: Producers fulfil applicable EPR targets through eligible certificates generated by registered recyclers or refurbishers under the CPCB framework. These certificates are managed through the centralised EPR portal and must be used in accordance with the prescribed rules.
Certificates must correspond to eligible processing activities and be accounted for through the designated portal.
3. Follow Recycled-Material Requirements: The rules prescribe minimum use of domestically recycled material in new batteries, with different requirements for different battery categories.
| Battery Category | Applicable Recycled-Content Requirement |
| Portable Batteries | Phased requirements beginning in FY 2027-28 |
| Electric Vehicle Batteries | Phased requirements beginning in FY 2027-28 |
| Automotive Batteries | Requirements beginning in FY 2024-25 |
| Industrial Batteries | Requirements beginning in FY 2024-25 |
The minimum recycled-content requirement is calculated against the total dry weight of the battery. The applicable percentage varies by battery category and financial year. Manufacturers should follow the latest amended requirements and any applicable exemptions when planning their material procurement.
4. File Annual Returns: Registered producers must submit the prescribed returns containing information on batteries introduced into the market and fulfilment of their EPR obligations.
The statutory annual return date under the rules is generally 30 June of the following financial year, but CPCB may issue extensions.
For FY 2025–26, CPCB's portal currently displays an extended annual-return deadline of 30 November 2026. Businesses should verify the latest applicable notice before filing.
5. Follow Battery Labelling Requirements: Producers must follow the applicable battery marking and labelling provisions under Schedule I. Depending on the requirements, the EPR registration number may be displayed directly or through permitted QR-code, barcode or product-information-brochure options, subject to the prescribed conditions. Other applicable battery identification and disposal markings must also be followed.
6. Maintain Accurate Records: Battery manufacturers must maintain adequate records of sales of batteries of different categories, quantity and weight wise along with the material composition, EPR certificate transactions and compliance records.
Proper documentation facilitates annual reporting and regulatory verification.
Documents Required for EPR Battery Registration
The documents for EPR battery registration depend on the business structure, manufacturing activities and applicant category.
The following documents and information are commonly required through the CPCB registration process.
| Document Category | Documents and Information |
